Mission / description MakeDox, the festival for socially engaged cinema and documentary film was established in Skopje in 2010. MakeDox Festival has the mission to share and promote creative documentary films and art. What started as an enthusiastic intention of a group of documentary film lovers and activists in only four years time has grown into a nationally and regionally-recognized film happening with over 80 film screenings per year. The Festival is accompanied with exhibitions, debates, workshops, master classes and music events. General rules Festival Regulations – MakeDox

MakeDox is an International Creative Documentary Film Festival organized by the citizen’s association MakeDox. It will be held in June 2015 in Skopje, Macedonia and as a Traveling Cinema Caravan through 6-10 Macedonian municipalities during August 2015.
MakeDox aims to promote creative documentary film production in Macedonia and to support documentary story telling in general. MakeDox focuses on creating a stimulating environment for the exchange of experience and knowledge of documentary creation and promotion of films with cinematographic quality, offering the creative point of view of an author, both in terms of content as well as in form.
Only the films completed and/or publicly screened after 1 January 2013 can participate in the competition program.
Documentary films of all running times, topics, style and production technologies can be submitted.
MakeDox is an open-air festival that prefers HD projections. The acceptable film formats are:
1. HD formats: Blu Ray, HD DVD and HD H264 encoded Quicktime movie.
2. SD formats: BETACAM SP PAL, DVCAM PAL, DV PAL, mini DV PAL and DIGITAL BETACAM PAL, with a matching DVD made from the same source as the tape(s).
Films that promote racism, or any other form of intolerance, or those that promote pornography shall not be taken into consideration.
MakeDox Festival will give priority to national, regional and foreign premieres. Films that have been previously publicly screened and televised in Macedonia are not eligible for competition unless the MakeDox selection committee has given specific authorization.

2.1. Competitive Sections
The festival program consists of three competitive sections:
- Onion Program- International Competitive Program open to mid- or full-length creative documentaries from all countries of the world.
-Young Onion Program -Newcomers International Competitive Program open to Creative Documentaries that are the director’s first or second documentary film (mid or full-length) from all countries of the world.
- Dox for kids and youth- International Competitive Program of creative documentary films from all countries of the world that treat youth and children as a subject or are intended for/youth audience.

2.2. Non- competitive programs
- Balkan Dox Program- program of documentary films produced in one of the Balkan countries.
-Sliced Onion – International non-competitive program of short documentaries.

All films included in any of the programs will be considered for a special award- Moral Approach Award.

The Festival also includes non-competitive programs, such as retrospectives, special programs or thematically curated programs.
The Festival retains the right to make the final decision on the program in which a film will be shown.

3.1. Jury
The management of the festival appoints an independent international jury for each category.
Exception is the youth jury for the Dox for kids and youth program that consists of young pupils or students living in Macedonia.
In evaluating the films, each jury shall follow their own criteria and follow the Festival Rules.
3.2. Awards
The official awards of MakeDox 2015 are:
- Onion Award–?for Best Film in the International Competition Program
- Young Onion Award –?for Best Film by first or second-time director
- Onion Seed Award – for Best Short Film for children and youth

The official awards consist of an art work or a statue. Special awards can be given by the Festival, professional organizations, citizens associations, media, etc.

MakeDox 2015 will keep the Award for Moral Approach.
All films screened at MakeDox 2015 will be considered for this special award.

The films for the competition programs can be submitted by directors, producers and national film authorities responsible for representing the films. The submission of a film is free of charge.
The deadline for submissions is 1st of February 2015 (postmark).
The selecting committee is not obliged to view late entries.
By signing the entry form, the producer or director of a film accepts the MakeDox’s rules and regulations and guarantees the accuracy of the data entered into it.
Applicants are requested to send the following materials:
- A completed entry form
- Online downloadable link to the film with English subtitles, if the original language of the film is different than English
- If the applicant cannot provide us with an online link, two preview DVD copies of the film are required (PAL preferred) with English subtitles, if the original language of the film is different than English. All films must be labeled with: title, running time, country of production and format
- A brief synopsis (up to 50 words) and a long synopsis (up to 300 words)
- Director’s biography/filmography
- Director’s photography (300dpi JPEG image)
- A minimum of three film stills (300dpi JPEG image)
- A film poster in a digital format (300dpi JPEG image)
- A Trailer and/or selected clips (mpg2 format/720×576/pal/25fps)
- Press and/or promotional materials (poster, leaflet and/or press dossier)
- English language dialog list with time codes (.srt file)

If sending DVD's by post, the senders should clearly specify: “Temporary export. For cultural purpose only” and “No commercial value. Insurance value for custom purpose only not more than “10 EUR”.
None of the above listed submission enclosures will be returned. All audio-visual recordings of the submitted films (screeners) shall remain in the MakeDox archives and will become part of the festival’s archive, which may be consulted for screenings with educational purposes. For any kind of public projection, permission from its authors will be required. For easier storage, films can also be stored in a digital data base.
All costs of sending application materials to the Festival are the responsibility of the participants who are entering the films.
The Festival retains the right to reject film copies and/or video tapes of low technical quality that could create problems during screening.

MakeDox selection committee will be in charge of the selection of films included in the final Festival’s program, among all the documentaries submitted.
The decision on selection will be known as soon as possible and no later than one month before the festival. The Festival Selection Comity is not obliged to offer comments or explanations for not including a submitted film in the program.
The number of films in each program will depend on the running time of individual films. Every selected film will be shown not more than three times during the Festival and not more then twice during the Traveling Caravan Cinema. If it receives an award, it will be shown once again together with other awarded films.
Films will be shown with both English and Macedonian subtitles.
MakeDox reserves the right to use up to 3-minute excerpt of the films selected in one of its programs, for promotional purposes (excerpt of short films will not exceed 10% of their total running time).
A director or an authorized person who has submitted the film or accepted the invitation to participate in one of the programs is obliged not to withdraw the film from the Festival after the announcement of the official program of the Festival.
The directors, producers and distributors of the awarded films shall commit to mention the award in official and promotional materials as well as during the film’s distribution.

Detailed shipment information will follow upon acceptance of the film.
Unless authorized by the Festival, the film copy must be made available for the whole festival period and must arrive in Skopje before 1st of June 2015. The sender is requested to inform the Festival of the means of dispatch, date of shipment and Airway bill number.
In case the Festival shares the video with another festival it is the responsibility of the participant to inform both festivals of the correct shipping addresses and all contact details.
The film must be sent prepaid by sender. No collect shipments are accepted unless authorized by the Festival. The Festival will pay for the return transportation charges, excluding any additional costs for tax and custom clearance in the country of return.
A pro forma invoice must accompany the film copy stating the name of the sender, the title of the film, format and length. Please state: “Temporary export. For cultural purpose only. No commercial value. Insurance value for custom purpose only not higher than 10EUR. No commercial transaction involved.”
All film copies will be returned within four weeks after the Festival. It is the responsibility of each participant to inform the Festival in due time on (any change in) the details of the return address as well as the desired date of arrival at the return address.
MakeDox shall be responsible for storing and safekeeping of the film copy only from the moment of receipt to the moment of its sending.
Damage to the film copy must be reported to the Festival in writing within a month after return and prior to any following screening.

By signing the Entry Form form, the applicant authorizes MakeDox to use and publish all the above specified submitted materials in the festival catalog, on the Internet and in the press.
After the official selection of a film, MakeDox is qualified to use excerpts from the film, a maximum of 3 minutes, nationally and internationally for promotional purposes (excerpts of short films will not exceed 10% of their total running time).

The authors of all films shown at the Festival are invited to take part in the Festival. MakeDox will provide for them all the necessary accreditation and promotion of their film.
Subject to availability of funds, MakeDox may invite the director or a representative of a film and cover their travel and/or accommodation expenses.

All entries of films made to MakeDox presuppose knowledge of and an acceptance of these regulations.
These Rules are written in Macedonian and English languages. For the purposes of interpretation, Macedonian version shall be authoritative.
The Festival Board will decide upon all matters that are not covered by these regulations in accordance with the Statute of the Organizer.
In case of any dispute, the competent court in Skopje shall have in rem jurisdiction over all issues related to the Festival.
