FFL feels responsible for only allowing legitimate and relevant festivals to accept submissions through our platform. Thus we verify the festival's legitimacy and relevance before pushing the call for submissions live. Some festivals are not being allowed to accept submissions at all. For festivals allowed to accept submissions FFL separates among:

These festivals fully comply with FFL's festival validation policy. There is no doubt that they are established and/or legitimate events.
NOT VALIDATED FESTIVALS
These festivals don't fully comply with FFL's festival validation policy but appear to be legitimate events. We will leave you to decide whether you should submit to this event or not. The Rochester International Film Festival is produced and presented by Movies On A Shoestring, Inc. (est. 1959)--a 100% volunteer run …nonprofit--and is one of the longest running short film festivals in the world! Our 62nd Annual fest is June 11-13, 2020.
Over the course of three days we host four distinct screenings, showing dozens of films to 1,000s of film lovers at the famed Dryden Theatre at George Eastman Museum in Rochester, NY. Submit your short film (<30 min.) today and consider joining us next Spring.

Our selection process is twofold. In Preliminary Judging, your entry is viewed in its entirety. Each submission receives a thoughtful Critique Letter which sums up Screening Committee Members' comments. Select films then move on to Final Judging.
If after Final Judging your film is selected for viewing at the Rochester Int'l. Film Festival, you will be awarded our distinctive Shoestring Trophy and be invited to attend our fest. Once here, you'll participate in audience Q&A sessions ... and much more. full text

Why submit your film to us? Filmmakers who attend our award-winning fest enjoy: Private tours of GEM's film archives, networking with filmmakers from around the globe and complimentary day trips, lunches, dinner parties, accommodations assistance, etc.
Submitting your film is easy:

2.) Print out & complete your entry form.
3.) Mail it in with your film and payment (USD only)
GENERAL GUIDELINES & RULES
+ Entries: 30 min. MAX
+ Genres: Open to most all genres
+ Payee: "Movies On A Shoestring, Inc."
+ Payments: Check or International Money Order (in USD)
+ Preview format: Digital download or DVD (NTSC)
When mailing us correspondence or submitting films, include a copy of your Entry Form and ONLY use the U.S. Postal Service (USPS). We utilize a P.O. Box and CANNOT accept deliveries by any other courier.
- NO episodes: Stand alone, self-contained works
- NO video components or fragments of larger works
- NO tapes or discs containing multiple entries (submit separately)
- NO late entries accepted (must be postmarked by stated deadline)
While your entry is handled with care, we DO NOT accept responsibility for lost, stolen or damaged entries.
OTHER TERMS & CONDITIONS
MOAS, Inc., and, thereby, the Rochester International Film Festival is hereby granted the right to utilize an excerpt from any film submitted and accepted for exhibition at the Festival for promotional purposes. The individual or corporation submitting the film hereby warrants that it is duly authorized to commit the film for screening and both understands and accepts these requirements and regulations.
That individual/corporation shall indemnify and hold harmless Rochester Int'l. Film Festival from and/or against any and/or all claims, liabilities, losses, damages and/or expenses (including but not limited to attorney's fees and costs of the court) which may be incurred by reason of any claim involving copyright, trademark, credits, publicity, screening and loss of or damage to any screening videos entered.
